March 31st has been mentioned by many within the GPCO as a preferred date. A state meeting in the Glenwood Springs area would be convenient for both the Western Slope locals and the Front Range Locals. Many GPCO Greens from various locals have supported a state meeting location in the Glenwood Springs area. A meeting location has been found and the cost is $150 plus a $100 cleaning/security deposit. This puts the estimated cost of the convention at $475. Passage of a proposal is needed to reserve the meeting space and to begin the planning of the convention. The passage of this proposal would authorize a committee to begin planning the convention with oversight from the GPCO Council. IntroductionBylaws of the Green Party of Colorado specify that state meetings will be held yearly (or more frequently) at a location decided on by a special call of council [1]. Section 4.1 of the GPCO bylaws state, “The state nominating convention is held in even number years”. Passage of this proposal shall be considered the “special call” of council, thus authorizing the planning of the GPCO 2012 State Meeting and Nominating Convention. State law requires minor parties to hold their party assemblies no later than April 14th this year [2].Saturday March 31st, 2012 is a favorable date for the convention because it falls on a weekend, is late enough to allow planning, is early enough to provide time to file post convention forms to the Secretary of State, and allows time for emergency rescheduling in case of extreme circumstances. The Glenwood Springs area was suggested at the 2011 State Meeting because it is of comparable distance to both the Western Slope and the Front Range. The Denver Greens and the Southwest Greens chapters have stated their preference for a location in the Glenwood Springs area. A poll was conducted on the GPCO forum to gauge interest for the location of the convention. The selection “Glenwood Springs, CO” won a plurality of the votes with 40% [3].After researching the rates for a one-day meeting at various locations in the Glenwood Springs area, the cheapest option was found to be just south of Glenwood Springs in Carbondale, CO. The Third Street Center (520 Third Street Carbondale CO 81623) is just 23 minutes south of Glenwood Springs on State Highway 133. Based on estimates from Google Maps, the Third Street Center is a 3 hour 28 minute drive from San Miguel County and a 3 hour 10 minute drive from Denver. In terms of distance, this location is closer to San Miguel County than Denver by three miles, a negligible difference. The cost of reserving a 150 person capacity space for one day at the Third Street Center on March 31st, 2012 is $120 a day for non-profit groups plus a required $150 cleaning/security deposit [4]. March 31st is currently open on the Third Street Center’s Calendar, but it may not be for long. Another cost for the convention is posting an announcement in a newspaper of statewide circulation (as required by GPCO bylaws. The Colorado Statesman provides advertising for $150 [5]. A miscellaneous item of $75 will be requested in this proposal’s budget to cover miscellaneous expenses such as nametags. An itemized expense list shall be provided at the convention and any unused funds shall return to the GPCO’s general fund. Section 4.2.3 of the GPCO Bylaws state “The Council can make appropriations from the GPCO bank account of $200 per item or less by a 60% vote of the Council, in consultation with the Treasurer to insure availability of funds [6].” Approval of this proposal shall be considered authorization to use these funds in accordance with the GPCO Bylaws and applicable state law. More funds may be requested for the convention through additional proposals. Contributions from individuals and GPCO Locals may be donated to fund the convention. Upon the passage of this proposal, a convention planning committee shall form and may be composed of GPCO councilmembers, GPCO state officers, and others that are interested in participating in the planning of the convention. This committee shall have at least two GPCO councilmembers representing at least two different GPCO locals. Section 4.2.3 of the GPCO Bylaws state, “The Council sets the agenda for the state meetings [7].” The committee that plans the convention shall honor this requirement by accepting submissions for the convention agenda from council and having council approve the final agenda. Proposed TasksWith council’s approval, the following tasks will be performed. 1. Form a committee to organize the convention2. Use approved and/or donated funds to reserve a meeting space at the Third Street Center. This includes a $100 cleaning/security deposit. A change of the convention date or location shall require a modified proposal.3. Allow this committee to begin organizing the convention with input from council. ScheduleTask 1: Form committee upon passage of proposal. This committee shall be formed as soon as possible, but at least by January first if the council vote allows. Task 2: Reserve location. This shall be done as soon as possible or by January 2nd. Task 3: Announce convention 15 days before the meeting in a newspaper of statewide circulation as per section 4.1 of the GPCO bylaws. Task 4: Conduct general planning of the convention. MemberAbove is my proposal for the 2012 State Convention. I should note that I although I called many places in Glenwood Springs, I have not yet contacted the Third Street Center. I will try giving them a call tomorrow during the daytime. I also am not entirely sure that an ad with the Colorado Statesman costs $150. Does anyone know if this is true or if there is a cheaper option?I will post this proposal to the council listserv as well. I thought I would post it to the forum so we could see how council votes on the forum work. The attachment in the listserve version will have images. I had to remove the images here because I ran into a size limit of 128kb when uploading the attachment to the forum.

MemberHello,Thanks, Ryan, for putting up this proposal. It was something we were missing in this process. We need the state officers and/or the council facilitator to inform the Council of the proper voting procedure. Are we using agreement-seeking (both on this email listserve and the forum)?Therefore, are we looking for all online council reps from each local chapter (up to 4 for each chapter plus the state officers) to give their agreement or not? In the past, I believe the votes would have been: agree, standaside or block, and then we go to a vote if there are any blocks. Is that right, now?What is the time period for this vote? Usually, after a proposal was posted by the facilitator in the past, we had one week to vote (though sometimes we abbreviated the time period when expedience was necessary). I would stand aside on this proposal because I would be fine with having the meeting in Glenwood Springs and with spending up to $250 for a meeting space. But, I think the proposal is not complete because I have doubts about our ability to find a task force to organize the meeting in Glenwood. Nobody has stepped up yet. Are Ryan and Eric ready to help do the organizing? That would be great. If we have the meeting in Telluride, we definitely have people to organize it, arrange the meeting space, and even find lodging options for us. I really would have liked to have the meeting in Telluride but I feel a late spring or summer meeting is better in Telluride. Maybe we could do the state meeting in 2013 there in late May or June. MemberPlus another item for discussion is the possibility of a new location: Gunnison. Art Goodtimes has a contact there that may be willing to organize our meeting there. It would be a fair distance for both ends of the state. Plus, it may help get a new chapter organized for the Gunnison area (Crested Butte, Monarch…). I would even be willing to make a trek up there some weekend in late Feb or early March to speak at a chapter organizational meeting. Then, we might have a new chapter to approve at the state meeting. Just an idea.Tanya

Membertanya is right. steve schecter, an old activist ally of mine, has written me that he has joined the green party and may be interested in running for county commissioner in gunnison county. i've suggested he try to pull several local greens together and form a chapter. and i just emailed him about perhaps hosting a state convention in gunny, since it is more central than glenwood for those of us in norwood, telluride, dolores and cortez. i will post his response both on the council listserve and on the forum here. thank you tanya, for passing that along…

Many GPCO Greens from various locals have supported a state meeting location in the Glenwood Springs area. i would echo madeline williams of the southwest chapter -- glenwood springs is not central nor convenient for our two western slope chapters. in winter it is at least 5 hours from norwood or telluride. 6 and a half from dolores/cortez. and if there is a snowstorm, there are several high passes that must be crossed on our side of the divide to get to glenwood that could be closed. that said, san miguel greens are willing to entertain (and approve) this proposal if it turns out to be the only option we can all agree on. i am committing to coming from the san miguel greens, regardless of weather (unless I-70 is closed), but i can't promise any other delegates from my chapter at this point.A meeting location has been found and the cost is $150 plus a $100 cleaning/security deposit. In terms of distance, this location is closer to San Miguel County than Denver by three miles, a negligible difference. not sure where you found those time estimates, ryan. but they're wrong. i've driven via mcclure pass (the shortest route) and it's 4.5 hours driving in good weather. in the winter it could be five or more. going via grand junction is longer in miles, but takes roughly the same time. coming from telluride or norwood requires topping dallas divide -- a very dangerous pass when the snow is blowing as it ices over. and going via paonia means going over mcclure -- a narrow dangerous pass with extreme rockfall hazard (i hit a rock on that route once and almost totaled my car). as for miles, I-70 (if open over vail pass) is a freeway with speeds up to 70 mph, almost the entire way to glenwood. our roads are small, twisty mountain roads for a large part with speeds ranging from 45 to 55 mph max (except the ridgway to delta segment on the mcclure route) unless we go up to junction and around -- longer in mileage. i can get you more exact figures if needed, as i've logs of my trips over the last 16 years as a county commissioner traveling back and forth across the state.The cost of reserving a 150 person capacity space for one day at the Third Street Center on March 31st, 2012 is $120 a day for non-profit groups plus a required $150 cleaning/security deposit [4]. again, i think we have a few things to work on here with the full proposal. but i'd like to see the committee formed immediately. and if gunny is not an option, for us to move quickly on the glenwood proposal. and finally, much thanks to ryan for doing all of the footwork here.

MemberIn the interests of timing I would vote for Ryan's Proposal. Several chapters have already, I think, expressed support of Glenwood. I would be willing to go to Gunnison althought a Spring Snow might close Monarch Pass. Similarly access to Telluride could be blocked this early in the Spring.Getting a new chaper going anywhere would be superb and if a meeting in a location could do that I would vote for that location -including Glenwood. I don't know if we have similar lonesome Greens in Glenwood to Gunnison. I can't imagine we don't. Someone willing to run for County Commissioner would be excellent reason to organize a chapter whether or not the State Convention is held in Gunnison. Like Tanya I would be willing to go to Gunnison to help that process get started if that would be helpful. My major concern is that we settle on a plan immediately if not sooner so people will make plans to be there.We need a statement on the Web Site nd on Facebook and twitter about who can come, who has a vote and what business we will be doing in my opinion no later than Feb 1. It could include such things as please bring a potluck something or other too. I know that SW and SM Greens have trekked a lot to the front range and I know either would host us well. I am Ok with that personally and the Pikes Peak folks haven't discussed the proposals because they came either just after our January meeting when we were working on other things and our next meeting is 1st Sat of February. Hope everyone is tuned into Jill Stein's Peoples' State of the Union Wednesday evening at 6:30.

Hey Tanya,I think it is important to have discussion and time to consider more options, but I also feel like we are running out of time. It would be great if we could begin voting on a location by the end of the week if not sooner. Because the listserv is still the official channel of communication for council, the official vote will have to be conducted there. Still, this is one of the first proposals since the moratorium on council activity and thus an opportunity to try out the proposal process on the forum. For the sake of saving time, let's not try to conduct a vote on the forum this time around. I also must admit that this is my first council proposal and I am unfamiliar with the process. How do I submit it to the council facilitator for a vote?

MemberHi, Ryan, As far as submitting a proposal to the council facilitator for a vote, in the past the proposer would just sent the proposal like you have made directly to the facilitator (who was Kevin A. but is now Art G.) and they would post it to the council listserv. To standardise procedures so people were familiar with the rules and process, Kevin used to have some wording that he would send out with the proposal when it was sent back to council. (Having the facilitator send it out started the agreement seeking process and made it officially a proposal that was part of council business- rather than willy-nilly having each proposer posting stuff.)Though you haven't used the former format for proposals (see below) I think it is fine, but we usually require two sponsors of each proposal so you should find one more person to sponsor. I don't think I am the right person for that this time as I am so torn about the different location options and I am concerned about whether you will find more people to help you as an organizing task force in a location without a chapter. Alternatives to the proposal: Do not fill the position until the statemeeting. Fill the position using plurality voting (no majority needed, mostvotes win) or using a traditional runoff method (if no one gets over %0% ofthe votes in round one, the top two candidates advance to a runoff election,a second vote is held, the winner becomes co-chair).

GuestSorry I haven't weighed in yet I've just been trig to keep up on the digest, council list, and the forum.When I originally suggested Glenwood Springs as a central location I did so because I recalled discussion at the last state meeting which I thought at the time was about finding a central location for state meetings ongoing. So all state meetings in the future would be held in a location that was roughly equal driving distance for everyone.If we are going to continue to go back and forth between the front range and western slope then we might as well go all the way and have it i Telluride since San Miguel has offered to sponsor. I would be willing to make a weekend out of it and travel on Friday and Sunday. When Liz and I have skied Telluride in the past we have been able to find more affordable rooms in Ridgeway which is a short commute. We live in a big state and it is only fair to SW and SM for us front rangers to make the trip especially since they came all the way to eastern Boulder County last year. In the future maybe we could think about determining a truly central location and possibly attempt to find an ongoing meeting place there. But if we are going to continue trading off then I say we go the extra distance to Telluride where we have a local and some fine folks willing to host the meeting.I do think it's a smart idea to have a back up date just in case we do get a major storm the weekend of 3/31.Let me know if I can be of assistance in the proposal process since it looks like we are going to use the old system. Tanya's posting of a previous proposal should work fine as a model(Jonsey's proposal would actually work fine as is) and if Art is going to act as facilitator the bylaws allow for the co chairs to act as interim facilitators. Maybe we can agree that we have had an agreement seeking process and put some form of the proposal up for a vote. It's a simple procedure of just counting votes and achieving a 60% majority.Kevin Alumbaugh

MemberHi, Jonesy and Bill,Before the voting gets started, how do we know for sure that only official council members are voting? We don't want unlimited people from each chapter voting on the forum (or listserve) do we? Is subscription to this council forum restricted to council members- I mean technologically. I know that philosophically it is, but is that function enabled?Also, Art & Bill & Eric, You might want to confirm with all chapter chairs who their online council reps are so when counting votes, we know that no more than the 4 reps from each chapter have voted. Kevin or Charlie might have a suggestion about this or know the official tally (but it still might not hurt to update that).The online council reps for Adams Jefferson are: Tanya Ishikawa, Michael Haughey, Larry Dunn and Tom Langley.Tanya
