Andrea Mérida Cuéllar
MemberHarry, please refer to the code of conduct on this forum and govern your reactions with me. Ad hominems are not allowed.I have cited rules to you over and over. If they do not comport with your aims, then please use the normal democratic process that was codified before you and I joined this party and change them.Where can I find a copy of the GBGP bylaws?

MemberI have cited rules to you over and over.
I have reread every word you have written in this topic and you have not cited any rules, from either the bylaws or the rules and procedures. I cited procedures section 3.5.3, the process for 3 Council members from the same chapter to submit proposals directly to Council. You have cited nothing from either document; not even once.Try getting your facts straight. It is not good enough for you to make up the rules as you go along. Please take your responsibility to conform with the bylaws and the rules and procedures seriously.

MemberThis has all been addressed extensively in your private messages to Dave Bell and me.Please refer to them, as well as to the Rules and Procedures that you can access at the website.Enough of the adversarial exchange; you are already pushing up against this forum's code of conduct. Please return to your local with your proposal, pass it democratically, so I can post it.

MemberHarry –A few thoughts. First, can you please dial back the rhetoric in this proposal? Your continued personal attacks against Andrea are in my opinion, baseless and petty. Your insistence that a personal disagreement represents a larger rift in the GPCO seems a bit narcissistic. In addition, your reference to "the co-chair wars in October 2016" is at the very least wildly hyperbolic. I understand that we went through a tumultuous period but I would hardly call it a war. Second, as I would normally find concern for the growth and health of the GPCO to be an admirable trait, I can't help but feel like this concern, coming from you, at this time, in this way, feels disingenuous. To qualify that, since your return to the Green Party, I have seen utterly nothing except attacks on Andrea from you. All of this leads me to believe that your motives in this and your previous proposal have nothing to do with the stability or growth of the Green Party of Colorado. If your concern is in fact genuine, I would like to ask why it was so important to support Bernie Sanders in the Democratic Primaries that you abandoned your duty as a GP officer? Why did you spend so much energy trying to primary Jared Polis when you could have been working to support the candidacy of Green Party of Colorado Congressional Candidate Cliff Willmeng in the very county that you were elected to represent? Furthermore, when we needed to be working together to build this party, you were off being a democrat. That is unacceptable and I will not abide your flimsy, wishy washy, disloyal inability to commit to the independence of the Green Party. I certainly will not reward your infidelity with influence and authority. I also will not stand by and allow you to sit out when it matters, and then attack the people who were on the front lines doing the work after the dust settles. So Mr. Glass House, put down the stones and get to work or kindly step aside!

MemberDave, your post is hardly consistent with a request to “dial back the rhetoric”. Narcissistic, wildly hyperbolic, flimsy, wishy washy, disloyal, infidelity, Mr. Glass House. Come on.

GBGP held its monthly chapter meeting on March 11 and agreed unanimously to this resolution to sponsor and submit two proposals to GPCO Council for agreement seeking.
Be it resolved,The Greater Boulder Green Party (GBGP), a chapter of the Green Party of Colorado (GPCO), hereby endorses, sponsors, and submits two proposals to GPCO Council for agreement seeking.Proposal #1: Amend GPCO Bylaws to Clarify Two Year Term of OfficeThis proposal would amend GPCO Bylaws to define 'two year term' as follows: “Officers shall be chosen at each annual state meeting held in odd number years to two year terms. The term of office begins immediately upon election and ends with the election of officers at the next odd year annual meeting.”The complete proposal is on the GPCO Forum's Proposal Drafting board at http://gpco.fullydefiant.com/forum/index.php?topic=317.0 Harry Hempy (Boulder), Judy Harrington (Fort Collins), and Scott Lupo (Jefferson County) cooperatively drafted the proposal, beginning on Feb. 18, 2017.Proposal #2: Set Date and Location of 2017 GPCO Annual MeetingThis proposal would set the date and location of the 2017 GPCO Annual Meeting as follows:“As a result of discussion of the History of GPCO Annual Meeting Dates and Locations at http://gpco.fullydefiant.com/forum/index.php?topic=308.0 Council hereby sets the date of 2017 GPCO Annual meeting to be May 6, 2017 and the location to be Grand Junction, Colorado.” May 13 or May 20 are offered as alternative dates. ORDER OF CONSIDERATION:Proposal #2 is dependent on agreement to Proposal #1, so Proposal #1, to establish state party officers' term of office, needs to be acted on before Proposal #2, to set the date and location of the annual meeting, can be considered.SPECIAL FACILITATOR:Acting GPCO Council Facilitator Andrea Merida has taken strong positions against both of these proposals. To avoid the possibility of unfair or biased facilitation of these proposals, GBGP requests a special facilitator for these proposals who does not have a personal stake in the outcome.
Documentation that this was a democratic process is in the attachment Greater Boulder Greens Proposal to Clarify Two Year Term of Office in the GPCO Bylaws. The attachment Greater Boulder Greens Proposal to Set the Date and Location provides similar documentation for Proposal #2. On behalf of the Greater Boulder Greens, I ask that this proposal to amend the bylaws be moved to the Proposal Agreement Seeking board at this time and request an impartial facilitator for the proposal. As noted above, Co-chair Andrea Merida is openly opposed to the proposal. Co-chair Dave Bell's post in this this topic last night shows he would not be an impartial facilitator, either.I would encourage Sean Friend, Bill Bartlett or any GPCO Council member not from GBGP, who will commit to facilitate impartially and refrain from taking a position for or against the proposal, to step forward.

MemberNo, I will be posting this proposal now. Thank you for taking the basic steps to ensure our Key Value of Grassroots Democracy is actually held.Hopefully this meeting was announced with sufficient notice for local Greens to participate, however. For the record, what I am opposed to is the process by which you have tried to forward this proposal.

MemberCouple of things: I'm removing the hyperbole from your background statement and simply am including that GBGP wishes to clarify the length of service of the office. Also, none of the background in your justification/goals section is irrelevant, because of Proposal 007-15: length of co-chair term. It's here: http://gpco.fullydefiant.com/forum/index.php?topic=251.0You made an amendment to that proposal, Harry. So, how do you want to address that in an amended Justifications/Goals section?

MemberAnother thing. We're going back to square one with that second proposal, it seems. You cannot quote Andy Hamilton on your proposal to set the meeting to May 6. He has declined to participate in your plans in this regard, over and over.Second, I will post this, but will list GBGP as the sponsor. I assume this was approved during your last meeting.
