Two minutes and fifty seconds later, she locked the topic to prevent further discussion.Andrea's interpretation of the procedures is wrong. The only reference in the procedures and guidelines allowing party officers to submit proposals applies specifically to annual meetings. The procedures do not provide for state party officers to submit proposals to Council. This is consistent with the common practice in organizations that the chair person does not make motions. That's why you always hear chair persons say, "A motion to do x.x.x.x.x, is now in order." Someone always pipes up with "So moved." But note that the chair person, technically, did not make the motion (submit the proposal). If anyone can cite a section of the procedures and guidelines that allows party officers to submit proposals to Council, please correct me.
