    Discussion has begun for the following proposal:Proposal ID: 764Proposal:  AMEND ANNUAL NATIONAL MEETING COMMITTEE RULESFloor Manager: Tamar Yager, tamar@gp.orgDiscussion Dates: 08/25/2014 - 09/07/2014Voting Dates: 09/08/2014 - 09/14/2014Voting ends at Midnight Pacific TimeThe GP-US strives for consensus, which involves several steps, taken in order..Clarifying questions and responses from the group making the proposal.Airing of concerns and discussion about how to improve the proposal by taking into consideration those concerns.Call for consensus on the final proposal.Background: SUBJECT: Amend Annual National Meeting Committee (ANMC) Rules to PermitSC to choose site of meetings.BACKGROUND AND PURPOSE:  Currently GPUS Annual National Meeting Committee (ANMC) Rules requirethe committee to submit for National Committee approval a proposalidentifying the location of the next annual national meeting (ANM).This is a time consuming process that delays planning for the event.  This proposal will amend ANMC Rules to expedite planning for the ANMby vesting the decision for choosing the location of annual nationalmeetings with the SC after a recommendation from the ANMC.  The ANMCwill consult with the Steering Committee and committee chairs.        TheANMC will also solicit comments from delegates and alternates before arecommendation is made.Proposal: Part I:AMEND ANMC RULES, SECTION 8. SCHEDULING, WHICH READS:�8.1 This committee shall organize its activities as necessary toschedule conventions so as to comply with applicable federal law.�8.2 If possible and appropriate, this committee shall act according tothe following schedule:�By October 15 each year - solicit expressions of interest fromStates/Locals to host the annual meeting (Request for Proposals)�By December 15 each year - deadline for receipt of Annual NationalMeeting site proposals to the ANMC.�By January 15 - ANMC submits proposals to NC for consideration�By February 15 - NC makes selection and announces date and location ofannual meeting�Spring - ANMC and SC site visit�Summer - conduct annual meeting and request evaluations of the meetingfrom the participants�September - review meeting evaluation forms�October - review these P & P's for improvement, and draft new RFP fornext annual meeting.�TO READ:�8.1 This committee shall organize its activities as necessary toschedule conventions to comply with applicable federal law.  It ispreferable if meetings can be scheduled at least 15 months out. Thisenables the ANMC to secure venues at lower rates and to advertise themeeting longer.  Proposals will be solicited no later than January ofthe year before the meeting.  Adequate notice will be given for RequestFor Proposals (RFPs) to be turned in and reviewed.�8.2  The deadline for RFPs will be established by the committee basedon which meetings are already scheduled.  There will be at least 30days to prepare proposals.  The final approval of a site and date willbe made by the Steering Committee after a recommendation from the ANMC.Part II:AMEND ANMC RULES, SECTION 9.
