MemberDear Council Members,This is proposal 003-13 to create an Outreach Committee.Please read the proposal, and confine any comments to the proposal only. Designate your wishes by using "agree", “block”, or "stand aside". Any blocks will require a vote of the Council. Section 4.2.3 of the GPCO Bylaws pertaining to expenditures over $200 requires a consensus of Council. Forming a committee requires a 60% vote of council, per Section 4.6.1 of the GPCO Bylaws. Therefore, this proposal requires a consensus of Council. The floor is open for one week of Agreement Seeking for passage, or a block to bring the issue to vote. There are currently nine (9) active voting chapters in the Green Party of Colorado. A of 60% quorum requires at least one response from six (6) chapters. Text of the actual Proposal: The purpose of this proposal is to create an Outreach Committee for the GPCO. The primary function of the oversight committee is the creation and maintenance of party merchandise and materials for use in local chapters and events throughout the state. These tasks include, but are not limited to, creating and maintaining party merchandise and materials, for public sale and for local parties to use for growing their party base. The Outreach Committee will maintain quotes and contacts for designing and purchasing party materials such as banners, stickers, t-shirts, mugs, pens, buttons, etc. The committee will make these resources available to local chapters as needed. SpecificsFunding The Outreach Committee will be funded $250 to use over three months. At the end of this time, they will present to the State Council an accounting of how the funds have been spent and how the expenses effected party growth and awareness. The Council may then determine a new three-month budget for the committee depending on the result of previous expenses and projected future outreach needs. Auditing and OversightAll expenses and revenues must be presented to the council at the end of each three month period. At any time during this period, the committee must be prepared to present an accounting of expenses and revenues to date and any results related to those transactions. MembershipThe members of the Outreach Committee must meet all criteria designated in the bylaws. Committee members are expected to serve for terms of one year, to be approved in a manner determined in the party bylaws. The Outreach Committee will be comprised of three members of leadership (2 chairs, secretary) and two staffers (researchers/clerks). The three leaders are to be appointed as committee chairs as per the GPCO Bylaws, the remaining staff are to be appointed by the committee itself per its own procedures. One of the original chairs is to be appointed for an initial six month term, allowing for staggered rotating of officers. The beginning team will include Bill Bartlett (chair, six month term) and Laura Clark (chair, one year term), and Laura Anderson (Secretary, one year term). 4. Background: The party has lacked official gear and outreach equipment for many years. This could be the beginning of state banners, tabling gear, fliers, stickers, t-shirts, hats, and other gear that will provide avenues for outreach throughout the state. 5. Justification/Goals: Forming this committee will catalyze the process of creating and making available party merchandise and other outreach materials for the public, local chapters, and events. This will result in increased party awareness, registration, and loyalty. 6. Pros and Cons: The lack of merchandise outreach materials has crippled the state’s ability to increase public awareness through merchandise and advertisements. A committee overseeing this important aspect of party outreach will add value to members and stakeholders. 7. Alternatives to the proposal: Take no action. 8. Supporting statements including references to other sources of readily accessible materials to aid in the members’ decision making process: None.

MemberI agree.We should create a merchandise page for the website as well. I have a handful of hats and t-shirts from the last batch of merchandise that I donated. MemberIf there is merchandise we can sell right now, I'd like to come down and take a look at it (or see it at the state meeting). We can get something going right now with our current line of merch, ahead of creating new stuff!! If you have any images of the stuff you have, could you email them to me?

MemberI want to pursue getting more caps like the one I got at the annual meeting. And we need t-shirts for Green Party of Colorado also. I like the logo that was on the cap – wouldn't mind that on a t-shirt. I also like the t-shirt style that's been around for a while with the large sunflower. Victor wore one to the annual meeting. And he also had a couple of buttons matching that style.I would really like to see everyone who can have something to wear when we rally, etc., to improve our visibility. This is gonna be great!
