Background:  GPCO Bylaw: 4.2.3. The Council sets the agenda for the state meetings, decides on issues needing expedient attention between state meetings, handles administrative tasks, and acts as representative to the press on state issues, as well as representing the Green Party of Colorado to groups interested in establishing locals where none exist. 5. Justification/Goals:  We need an agenda approved by the council before the Aug. 24 meeting. 6. Pros and Cons:  Pro- we get to run the 2013 annual meeting and stay in compliance with our bylaws. Con- we can not run the 2013 meeting and we fall out of our bylaws and risk losing the state party.7. Alternatives to the proposal:  None recommended.8. Supporting statements including references to other sources of readily accessible materials to aid in the members’ decision making process.

    I would also gladly co-sponsor.  Thank you Tanya for putting this agenda together and I support its approval.  I urge all chapter co chairs to solicit volunteers to fill the state officer positions that are being vacated.  Many worthy individuals have stepped up in the past to fill these positions and many have served well beyond the time that they originally intended just to ensure that the GPCO continued to function.  The GPCO needs new members to step up who are willing to serve and carry on our tradition of volunteerism that has enabled our party to exist to this point.  If you are a dedicated Green new to the party or a vet who hasn't served on the state level and you appreciate the legacy of a vital third party with ballot access that has been handed down to you please consider volunteering and doing your part to keep the GPCO strong and viable into the future.Kevin AlumbaughGreater Boulder GreenParty

    OK, I'm new to this…  Hopefully I'll get this posted correctly.Something I would like to include if/when appropriate - maybe during committee discussion?In my discussions with Bill regarding some of the committee work (esp Outreach and Fundraising), I was thinking it might be a good idea for each group/chapter to target at least one key event each year.  For The Denver Greens, that would be the People's Fair.  It would be great if we could have both a major fundraising and outreach effort with this event.  And I think Douglas County does a significant effort for July 4th.  Looking forward to the state meeting.  It will be my first.  I am currently serving as Treasurer for The Denver Greens and have been in the Treasurer role for the state since Dan Sage resigned.Peace,Laura Clark

    Michael and all,Item 12 on the agenda is the place for resolutions at the moment. So we do have a spot for it. If you think the allotted time (amount and when occurs) should be changed, just suggest it in this vote process and we can amend it. As far as Bill's suggestion to add Michelle Lamay of Prohibit Penalties for the Possession of Cannabis to the agenda, where would you suggest to add it? In your introduction time (part of your 10 mintues); within the introductions of chapters and unaffiliated Greens (3-5 min in that 55 min period), or in another spot like Future Business at the end or a new item like Ballot Initiative support and creation either  just before lunch or just after Item 11 about 2014 candidates? If we add it instead of rolling it into an existing proposed agenda item, then we need to take away time from another item or add more time to the agenda and extend the day a bit.Also, Bill wrote in another message that he would like to see a time for networking and socializing- is that 1.5 hour lunch enough, or are you suggesting a happy hour or early dinner after the meeting? If so, does Chris Allen have a recommendation of a location?Thanks, Tanya

    First of all, I would like to express a huge sense of gratitude to Tanya for pulling the agenda together, when she is also looking to pull back from state party work to spend time on other things. With no one on the working group with the time to pull this together, without Tanya doing this we would be up the proverbial creek. Thank you Tanya.I doubt the individual chapter and officer reports will take much time, as we have not been highly active in 2013, as far as I know. In terms of quorum, if we have at least Michael from Adams/Jefferson, Laura from Denver, 4-5 from Greater Boulder, Bill and I from Poudre Valley, and Chris and others from Douglas County, I count 5 of the 6 chapters required for a quorum. If we get a commitment from Pikes Peak region (pretty close....pretty new and active chapter...c'mon El Paso County!) we will make our quorum. Woo hoo!The only other possible agenda items I see, which may be moot points, are:New Chapter Approvals? Bylaw Amendments? Review of Council Activity since last meeting?I support the agenda as is, or as modified, remembering we can change it at the meeting as needed. Also, the state council functions as the state party governing body between meetings. Once a state meeting is in session, it IS the governing body of the state party, so we can make changes as needed at the meeting. That is my take on our process.

    Hi Tanya,My note did suggest additional time for resolutions.  It is presently 15 minutes.  I think 30 minutes might be better to reserve for that item.I like the idea of having an agenda pretty much set before the meeting so we don't have to spend a lot of time making changes.I should be available for any needed voting until about 1 PM Tyesday Colorado time - after that I'll be in transit until after midnight.If a vote is needed on the agenda during my transit time, you can count me as agree to whatever the group comes up with.Thanks,Michael HaugheyAJ Greens

    Thank you Tanya for leading the direction to agree on an  agenda.  I agree on the basic agenda proposed.  If we add time for a presentation recommended by Bill,  that too is fine with me.  By the way Bill thanks for the year's continued leadership, communication and concerns for all the party's many details.  Thank you to Laura for stepping in to fill a needed office.  I like your idea about the chapters working to sponsor one event a year.  I'm looking forward to seeing you Laura.  Eric, I sincerely thank you for the time and wisdom you have given to all of us as Green Party members.  I am also fine with resolutions taking up whatever time is needed and included in the schedule when it is most workable.

    Hi Folks,There are several places we could meet for an early dinner or happy hour. Everything from Italian to your standard American food.  I have heard Perry's Pizza is a good place, and the Landsdown has good Irish Food.  They have a room in the back we might be able to reserve if that sounds good.

    This will be my first annual Colorado Green Party meeting, also. I agree with the agenda in general and socializing afterwards.Tanya, thanks for putting 2014 Candidate Vetting in the agenda.     Here is a message about the agenda from Bob Kinsey of the Pikes Peak Greens. He posted it on the old listserve GPCO discussion rather than here. I think his ideas can be incorporated into our agenda (elections discussion during candidate vetting- perhaps that time should be increased by 15 minutes, and national green party meeting report- during his chapter report or during national delegate reports).TanyaI would like some discussion at the State Meeting about strategy implementation that would track all elections in a local chapter's area and, in cases where candidates cannot be found that we attempt to identify those candidates we can endorse or at least describe as the best lesser of two, three, or four evils.  Perhaps we could work to create trade offs where other parties agree not to run in races where we have a candidate and we agree to a similar restraint.  Such strategy would not mean ignoring the need for Amending the Constitution vs. Citizens United or the need for IRV or similar alternatives.    Given the political landscape here in Colorado Springs we need to make part of our strategy to achieve Green Party platform goals, such as critical massive action re: Global Climate Change,  the identification of those candidates who are most likely to at least favor some of them.    For example there are so many people here who are embarrassed by Doug Lamborn but any chance of dumping him will require a cooperative effort among Independents, Democrats, Libertarians and Greens rather than a melee of candidates who compete over those votes.  Last time we had a candidate and he ran three way vs. an Independent.  This time there is a Democrat who acknowledges Global Warming as a serious problem.  Unfortunately he is ex-military General .  I realize that this sounds like "lesser of two evils" but I don't mean it to be that.  Where there are  just DvR races what I am suggesting is that unless either of these parties  is willing to also trade off  for Green Candidates in other races we don't do anything other than  reveal the evils of both the choices or run our own where possible.  The difficulty of running serious challenges and even locating candidates willing to run a respectable race in all election venues seems to leave us needing to find other ways of making the Green Party registration  meaningful.I could report a bit on the National Meeting in Iowa City.Attached is a handout I used with some modification at the Sustainability Fair on the Auraria Campus yesterday.  Handed out about 25 and had some good conversations -- got names of five students who would be interested in a Campus "Young Green" Group.Bob Kinsey303-949-4073
