    This is Proposal 004-16: Recognition of Adams County Green Party Please read the proposal and keep comments on the topic of the proposal only.Designate your vote by using the following terms: AGREE, BLOCK, or STAND ASIDE. Any blocks will require a vote of the councilPer Section 3.1 of the GPCO Bylaws, "AA Green local must present its proposed bylaws for approval, and be approved by 60% of the voting Greens at a state party meeting, or by the state council."There are currently ten ( 10 ) active voting chapters in the Green Party of Colorado. Basic Info:Date proposed: September 5, 2016Name of the sponsor(s): Andrea Mérida2. Title: Recognition of Adams County Green Party3. Text of the actual proposal:The Green Party of Colorado recognizes the membership of the Adams County Green Party, as an affiliate.4. Background: The previous Adams/Jeffco chapter agreed to split into two, given the geographic land area, at their meeting in May 2016. The new proposed Adams County Green Party has since finalized their bylaws.Every officer of this new proposed local has been a registered Green for at least 30 days.  They are, as follow:  Lawrence Dunn (co-chair), Roberta Ayala, (co-chair), Mark Gormley (treasurer).  These officers will serve as the council representatives until such time as official representatives are selected.This chapter comports with all the requirements for affiliation, as set forth in the bylaws for the Green Party of Colorado, Section 3.1.Their local bylaws, adopted September 1, 2016, are included in the References section, below.5. Justification/Goals:  Adams County is a particularly attractive area for Green Party development, as they  have low voter turnout but high Democratic Party registration, the largest concentration of Latinx people in the state, and a very high concentration of union rank-and-file members who should be mobilized away from the Democratic Party..6. Name1.1 The name of this local chapter of the Green Party of Colorado is the Adams CountyGreen Party (ACGP).II. Purpose and Values2.1 The purpose of this organization is to work towards an eco-social planetary balance,also known as a "Green" society, as represented by the Ten Key Values of theAssociation of State Green Parties. These values (see the Green Party US website(http://www.gp.org/four_pillars_10_kv) for more detail) are as follows:1. Grassroots Democracy2. Social Justice and Equal Opportunity3. Ecological Wisdom4. Non-Violence5. Decentralization6. Community Based Economics7. Feminism and Gender Equity8. Respect for Diversity9. Personal and Global Responsibility10.Future Focus and Sustainability2.2 This political organization may use any nonviolent method to effect social changeincluding but not restricted to: ballot initiatives, electoral campaign, community organizing, and educational reforms.2.3 Adams County Green Party will annually, or whenever necessary, develop aplatform regarding issues of local, regional, national and international concerns, asdeemed appropriate by the membership.III. Membership3.1 To be considered an Active Member in good standing of Adams County GreenParty, a person:must be registered in Adams County as a member of the Green Party of Colorado,must register with the Adams County Green Party at a meeting,must agree to support the Ten Key Values,must abide by the bylaws of Adams County Green Party and the Green Party ofColorado,should generally endorse the local party platform, andshould generally endorse the state and national party platforms.Adams County Green PartyChapter BylawsAdopted September 1, 2016 Page 3 of 5A voluntary donation to the local chapter of $15 per year is suggested.3.2 Membership shall be open to anyone regardless of race, gender, religion, nationalorigin, sexual orientation, appearance, or physical ability.3.3 To be an Active Member requires attendance at a minimum of eight (8) meetings inthe previous twelve (12) months, and/or at other special meetings or activities held insupport of the 10 Key Values and/or the Party Platform. Absences made known to partyleadership in advance or due to illness will not count against the accrual of the eightmeeting minimum, under the purview of the Party Officers. The number of ActiveMembers shall be used to determine the presence of a quorum at meetings.3.4 Rights of an Active Member in good standing include the ability to vote on issues ofpolicy, finance, and objectives at meetings of the local chapter, or any other partybusiness called to a vote at a meeting.3.5 The membership of an individual in Adams County Green Party and the Green Partyof Colorado can be revoked for failing to abide by the Ten Key Values or for disruptingthe work of Adams County Green Party by a sixty-six (66) percent vote of a quorum ofthe local chapter's membership at a regular meeting or by a seventy-five (75) percentvote of the Active Members present at a Green Party of Colorado state meeting.Any individual must be informed in writing (providing sufficient evidence of theinfraction) of the potential revocation of membership at least three weeks prior to thevote and have a chance to speak in his or her defense at the meeting when the vote isheld.3.6 A quorum for the purpose of a vote to revoke membership is defined as twenty-five(25) percent of the chapter membership.3.7 A quorum for the purpose of conducting business and for voting on changing thebylaws is defined as thirty-three (33) percent of the Active Membership. Once a quorumis determined, all Active Members in good standing present at the meeting may vote.IV. Structure4.1 Meetings will be set by a co-Chairperson or Secretary at a time and location agreedto by members at the previous meeting, or by notification of all individual Members tothe extent reasonably possible (via e-mail), at least one week before the proposedmeeting, or by establishment of a regular meeting day of the month.For the purpose of this revision, the first Thursday of each month has been designatedthe regular meeting date. The meeting shall be held from 7:30 pm to 9:00 pm. The exacttimes may be altered by the Officers as required to carry out the Party’s business. Timechanges must be communicated no less than one week prior to the meeting date.Adams County Green Party4.2 A co-Chairperson or Secretary will set the agenda for the meetings, decide onissues needing expedient attention between meetings, handle administrative tasks, andact as representative to the press on local issues, or delegate such duties.4.3 All decisions will be by consensus or by voting based on the principle of “oneperson, one vote” (i.e., no proxies shall be used for voting purposes in the AdamsCounty Green Party).4.4 All decisions concerning policy, finance, and objectives shall require a vote of atleast sixty-six (66) percent of the membership present at a local meeting.V. Candidates5.1 Active Members will be responsible for nominating Green Party of Coloradocandidates to run for local political office in partisan elections based on the principle of“one person, one vote” ” (i.e., no proxies shall be used for voting purposes in the AdamsCounty Green Party). Members shall forward those nominations for ratification to thestate nominating convention. Candidates chosen by Adams County Green Party mustbe ratified at a state party convention as required by the state bylaws.5.2 Members voting for the nomination of a candidate must have been registered in theGreen Party of Colorado for at least six (6) months prior to voting. (Exceptions may bemade by a sixty-six (66) percent vote of Active Membership.)5.3 Adams County Green Party members shall elect as many delegates as allowed bythe state party, or as many as Adams County Green Party determines to beappropriate, to represent and vote for the Adams County Green Party at state andnational nominating conventions. Delegates shall be elected by achieving the greatestnumber of votes by the Active Members present at a meeting. Should an electeddelegate not be able to attend a state or national meeting, Alternate(s) shall be chosenby vote at a meeting.5.4 Candidates nominated by Adams County Green Party must meet the followingcriteria:a. A candidate should generally endorse the Ten Key Values and shall use these valuesas a basis for their political decision-making.b. A candidate must maintain registration in the Green Party.c. A candidate must be registered as a member of the Green Party of Colorado foreighteen (18) months. (Exceptions may be made by a sixty-six (66) percent vote ofActive Membership.)VI. Officers6.1 Adams County Green Party shall elect one or two co-Chairperson(s) and oneSecretary, and may elect one Treasurer and one At-large Representative, as deemednecessary. These Officers will constitute the Steering Committee of the Adams CountyGreen Party.6.2 The membership of the Adams County Green Party may create or eliminate anyother office as needed. A vote of sixty-six (66) percent of the members present at alocal meeting must approve any new office. Any Active Member may assume an officeafter being chosen by achieving the greatest number of votes among members presentat a local meeting.6.3 If an Adams County Green Party Officer's position is vacated between officialmeetings, the other Officers may make a temporary appointment.6.4 Officers shall be elected by the Active Members present at a local meeting heldbefore the annual state meeting each year. Any Active Member of Adams County GreenParty shall be eligible to run for an office. The candidate with the greatest number ofvotes shall be elected to the office.6.5 If any Officer is found to be in contempt of the goals or bylaws of Adams CountyGreen Party, or the Green Party of Colorado, recall proceedings may be initiated by anythree Active Members. A sixty-six (66) percent vote of a quorum of the local chapter'smembership at a regular meeting is required to achieve the recall of an Officer, or by aseventy-five (75) percent vote of the Members present at a Green Party of Coloradostate meeting.6.6 Officers of Adams County Green Party shall represent or choose representatives torepresent the Adams County Green Party and vote on state issues at general meetingsand serve on State Steering Committees (such as the Online Council).VII. Amendments, Publication and Review7.1 These bylaws may be amended on a sixty-six (66) percent vote by memberspresent at a local meeting where a quorum of the local Active Membership is present.7.2 A written copy of adopted bylaws (with any current amendments) shall bemaintained by the Secretary and co-Chairperson(s), and shall be published in a locationaccessible to all party members every six (6) months wherein any modifications havetaken place. If no modifications have been made to the bylaws in any two-year (24-month) period, a Special Meeting shall be called to review the bylaws and assure theyapply as written and record made that they were reviewed for currency and a new issuedate applied following said meeting. The meeting attendees may be comprised solely ofParty Officers or a general call for attendance by any interested Party Members may bemade prior to the meeting taking place.

    Yes, the Proposal has reached agreement. Andrea, some of the newer council members don't have their respective chapters listed under their profile. That helps me determine voting counts per chapter. Any idea how we can update that?
