MemberDear Council Members,This is proposal 005-12 to show an example of consensus-seeking on a proposal. There are currently nine (9) active voting chapters in the Green Party of Colorado. A quorum of 60% requires at least one response from six (6) chapters. Active Chapters: Adams/JeffersonArapahoe CountyDenverDouglasGreater BoulderPikes PeakPoudre ValleySan MiguelSouthwest Please read the proposal, and confine any comments to the proposal only. Designate your wishes by using "agree", “disagree”, or "stand aside". A block to bring the issue to an immediate vote. A consensus is necessary to pass this proposal, per Section 4.2.3 of the GPCO Bylaws pertaining to expenditures over $200. The floor is now open for one week of Agreement Seeking. Thank you,Bill Bartlett, Co-chair and Interim Current Council Facilitator1. Date Proposed: October 25, 2012, Proposed by Michael Haughey, cosponsored by Tanya Ishikawa2. Title: Designate Funds for Advertising in Adams/Jefferson3. Text: We are proposing that the GPCO designate up to $250 for printing fliers to be distributed in the Adams/Jefferson area. 4. Background: The Adams/Jefferson Greens operate without a bank account at this time. A number of their locals have contributed to the state, and they have an active chapter with a representative in office (Tanya Ishikawa). 5. Goals/Justification: The fliers are meant to draw attention to the local Green Party presence in Adams and Jefferson counties. The goal is to increase registrations, attendance, and public awareness of the local Green Party. Alternatives: Print lower budget fliers that may lack professionalism. Print fewer fliers to bring down the cost (current estimates are for 500 fliers).

MemberInformation request: How much money is in the treasury and re: Claire's note, have we ever spent that money for a local activity before. I would support spending it per their request because it might help grow the green party in Jeffco/Adams. I think some of the advertising might say they are looking for candidates for 2014 for County Commissioners and State Legislative seats. How about a Green Sheriff? I ran as a D in 1974 for Sheriff. A Green Assessor?

Yes, that sentence should have read "A block will bring the issue to an immediate vote."
So if I get this straight a local is asking for state funds for priinting their own flyers?
You have that correct, Claire. The original discussion was in the Proposal Drafting board for a bit.. You can read the evolution of the conversation here: http://gpco.fullydefiant.com/forum/index.php?topic=151.0I also voiced concerns that the state is being asked to fund local advertising. Tanya advised that there have been donations from their chapter to the state. There are alternatives if we think the cost is too high for the return (see the Alternatives listed: cheaper printing or less pages).

The state account stands at about $2000. The fliers have been made already, but can be changed easily. I think it would be a good idea to mention that the party is looking for 2013/2014 candidates.

MemberAgree – I agree because a portion of the money comes from the Jeffco-Adams and it is appropriate for it to be used now to build the party. I totally agree that when one chapter has more participants, it helps the Green Party at all levels. I have passed out a lot of flyers for my own campaign and for Dr. Steins this election season and the Greater Greens has had 2 guests because of them. One of the things I love about passing out the flyers is explaining the differences between the Green Party stands on the issues and the Democrat-Republican stands. I find opening dialogue with strangers really requires a hard copy for a later reference. Many people are unaware of issues and are excited to meet someone or a Green Party member who both knows where to find more information and cares enough to share it. Thanks to ALL of the members in the Jeffco-Adams for your labor and dedication.

MemberAgree – I have no problem with this. I do, however, share a concern that the local is not set up to take donations, dues, whatever and has no bank. I would urge them to consider some fundraising, maybe dues and work towards local self-reliance. Peace,Steve

MemberAgree. It would be difficult for me to not support any efforts to grow the party. I'm glad Adams/Jeffco (of which I was formerly a member) has a number of active members who are willing to donate time to grow their local.Three years ago I purchased a Cannon 1310 scanner/copier for Evergreen School of Music. At the time I found it on sale plus a rebate that brought the price down to around $70.00. Looking on line I don't think that price would be available for a comparable current model but this machine has been amazingly reliable and cheap to operate. It uses toner cartridges instead of more expensive ink cartridges and I would guestimate I got about 2000 copies per cartridge. I have found recycled cartridges on line for about $40.00 plus shipping. I would suggest it might be a better use of funds to invest a machine like this and some paper so you would be set up for making your own fliers in the future.I had an opportunity to work with students from New Vista High School in Boulder recently. They were studying third parties in Civics class and I spent two hours on four consecutive Thursdays with them. I educated them about the Green Party but we also did some ground work for Susan Hall's campaign by distributing half-page fliers in and around the area of the school (Baseline and Broadway). I think we distributed around 500 fliers.I would like to volunteer the use of my toner copier and some left over green paper for my friends in the AJ Greens if it would help provide an alternative to allocating funds. Or enable them to use funds to purchase a copier for future projects.Kevin Alumbaugh

Member“Disagree” is not a valid voting option in the consensus phase. The options should be, Agree, Stand-aside, Block, Abstain. If a block is placed and the originator of the proposal does not wish to amend the proposal to meet the concerns of the person blocking, the proposal goes to the vote phase. The options for the vote phase are Yes, No, or Abstain. Tom, is your vote of “disagree” a block?
