    This is Proposal 006-15: a Call for NominationsPlease read the proposal and keep comments on the topic of the proposal only.Designate your vote by using the following terms: AGREE, BLOCK, or STAND ASIDE. Any blocks will require a vote of the council Per Section 4.3 of the GPCO Bylaws, "All decisions concerning policy, finance, and objectives shall require consensus or a vote of at least 60% of the membership present at a state meeting and/or the Council".There are currently eight ( 8 ) active voting chapters in the Green Party of Colorado. Proposal: This proposal will effectuate a Call for Nominations for state party offices for the August 29, 2015, state meeting to be held in Denver, CO.The state party offices open for nominations are: 2 co-chairs, 1 secretary, 1 treasurer, 2 National Committee to GPUS delegates, 1 archivist, 1 meeting facilitator, 1 forum facilitator.Nominations may be made by any active and recognized member of the GPCO council, by state officers or by chapter co-chairs.  Self nominations may also be made.  Nominees must have been registered as a Green for at least 6 months, accept the 10 Key Values and upon acceptance of the nomination, agree to support the presidential nominee as selected by the Green Party of the United States (GPUS).Nominations must be submitted by email to the GPCO secretary and posted on the council General Discussion forum within 24 hours of receipt, including a description of the position as delineated in the GPCO bylaws or Procedures and Guidelines, as applicable.  The deadline for all nominations is 9 pm on Saturday, August 15, 2015.  The official Call for Nominations will also be posted on the GPCO website and social media and/or email lists or listservs, as well as distributed to each chapter for dissemination.4. Background:  Thus far, there has been no precedent for an open call for nominations among qualified GPCO members.  This call is based on the GPUS call for nominations process used for various committees.  5. Justification/Goals:  The goal of this proposal is to foster greater participation from among Greens throughout the state and to inspire Greens not currently affiliated with chapters to become voting members, so as to possibly be considered for a state-level position.6. Pros and Cons:  The primary benefit of this proposal is to hold a fully democratic state officer election.  There are no cons to wider democratic action.7. Alternatives to the proposal: Taking no action on this proposal will result in a closed, undemocratic election.8.     Thank you for this proposal. I will eventually agree but first I would ask Council to consider the following changes/amendments.Amendment H1: Strike archivist and meeting facilitator offices from the offices open for nominations. 

    The state party offices open for nominations are: 2 co-chairs, 1 secretary, 1 treasurer, 2 National Committee to GPUS delegates, 1 archivist, 1 meeting facilitator, 1 forum facilitator.

    Amendment H2: Strike unnecessary text in this sentence.

    Nominations may be made by any active and recognized member of the GPCO council, by state officers or by chapter co-chairs.

    Amendment H3: Remove the length of affiliation requirement. It is not required by state statute, GPUS rules or GPCO rules and could eliminate excellent candidates. Completion of 6 months of affiliation does not necessarily mean a candidate has adequate experience and knowledge of the Green Party for office. Greens in Colorado are smart enough to take 'length of affiliation' into account when they vote for party officers. 

    Nominees must BE have been registered as a Green for at least 6 months, accept the 10 Key Values and upon acceptance of the nomination, agree to support the presidential nominee as selected by the Green Party of the United States (GPUS).

    Amendment H4: Clarify this sentence by breaking it into 2 sentences.

    Nominations must be submitted by email to the GPCO secretary and posted on the council General Discussion forum within 24 hours of receipt. THE OFFICIAL CALL FOR NOMINATIONS WILL INCLUDE , including a description of EACH the position as delineated in the GPCO bylaws or Procedures and Guidelines, as applicable.

    Forgive my ignorance, but I'm not sure how we handle changes to the proposal.  Would we need a new proposal to amend the existing Proposal? I agree with the proposal as is and am open to discussing changes if we think they're needed.

    I am willing to incorporate your amendments H1, H2 and H4 without issue.Regarding H3, we don't follow state rules regarding how we select party officers, so we are free to do as we please.  In this case, what I'm looking for is a track record in party activism to be a basis for consideration for nomination.Remember, we're looking at party officers, not candidates for elected office.How do we knit this together at this point?

    I believe it's appropriate to set a minimum length of time for someone to be affiliated with the Green Party prior to running for state party office.  They are going to be in a leadership role and it's important that person clearly understands and buys into what and who we are.  That doesn't happen over night, imho.  Our approach to this should speak to the fact we have standards and expectations regarding qualifications.  Whether the time requirement is 6 months or 3 months or some other length of time, I'm open to discussion, but it needs to be at least as long as the time from call for nominations to the meeting.

    I don't think three weeks is an appropriate amount of time.  I'm willing to look at something slightly less than 6 months, though.

    Regarding H3, . . . what I'm looking for is a track record in party activism to be a basis for consideration for nomination.

    The amount of time a person has been a registered Green indicates nothing about the person's record of party activism. I dare say the vast majority of long-time Greens in Colorado have no record of party activism. I hope we are not saying Greens without a track record of party activism will be prohibited from self-nomination.Nominees have the opportunity to describe their track record in their candidate statements. Please, remove the length of affiliation requirement and let the voters decide.

    We will have to agree to disagree about having a requirement for length of affiliation for state party officer candidates. So, with the incorporation of H1, H2, and H4 into the proposal, I AGREE with the proposal.Harry Hempy

    I agree with the inclusion of Harry's revisions on H1, H2, and H4.  As for H3, I think the Council should discuss and consider Harry's revision or an alternate time period.  I'm not convinced the time period will accomplish its intended purpose.  Either way, I AGREE.

    So let's amend this by specifying that this affiliation requirement is for the 8/29/15 state meeting ONLY.  I will move another proposal after that meeting to make a permanent bylaws change.
