Good evening Council,This proposal is still in DRAFT form, I am looking for a co-sponsor and to see if I need to make any changes before officially beginning Agreement Seeking.  I haven't spoken with many people about the need for this committee, so I'm kind of testing the water here.  I'm open to suggestions on the makeup of this committee, although Bob Kinsey comes to mind, and Laura Clark, but I would like to see the committee appoint 2 younger Greens to the team to help develop some of the gear.  We have some volunteers.. Will someone sponsor this with me?  Would any council members like to see changes made before we begin agreement seeking? [hr]1.  Basic InfoDate proposed:  August 2, 2013Name of the sponsor(s):  Bill BartlettNames of the confirming GP members, if needed, with their confirmation emails:2.  Title:  Proposal to create a Fundraising Committee. 3.  Text of the actual Proposal: The primary function of the Fundraising Committee shall be quarterly fundraising drives to shore up state coffers and provide materials and funds for outreach, candidates and issues as needed.  Suggested Timeline for Fundraising – (March - June - September – December)Funding Advertising materials will be created in cooperation with the Outreach Committee.  Access to social media and web media will be provided in cooperation with the Website Committee.  Any additional funding needed to operate fundraising operations should be directed to the Outreach Committee or the State Council. Auditing and OversightAll revenues and expenses must be presented to the council at the end of each three month period.  At any time during this period, the committee must be prepared to present an accounting of revenues and expenses to date and any results related to those transactions. MembershipThe members of the Outreach Committee must meet all criteria designated in the bylaws.  Committee members are expected to serve for terms of one year, to be approved in a manner determined in the party bylaws.  The Outreach Committee will be comprised of three members of leadership (2 chairs, secretary) and two staffers (researchers/clerks).  The three leaders are to be appointed as committee chairs as per the GPCO Bylaws, the remaining staff are to be appointed by the committee itself per its own procedures.  One of the original chairs is to be appointed for an initial six month term, allowing for staggered rotating of officers.  The beginning team members have yet to be determined.  Suggestions might include Bill Kinsey and Laura Clark as Chairs, with one of them choosing who would serve the first six-month term. 4. Background:  The party hasn’t had a Fundraising Committee in a long time.  5. Justification/Goals:  This Committee’s work will bring in funds for future party operations.  It will also spread awareness of the party.  6. Pros and Cons:  n/a7. Alternatives to the proposal:  n/a8. Supporting statements including references to other sources of readily accessible materials to aid in the members’ decision making process.

Thank you, Bob.  I've begun looking for some volunteers to help fill up committee positions.  Kevin has also expressed interest in being on the committee.  If you are interested in being a member as well, that would bring this committee to three possible people (Bob, myself, and Kevin).  Laura Clark had expressed some interest in being involved in fundraising activities.  With this amount of interest, I feel confident in moving this proposal to Agreement Seeking.
