    Are there some undocumented requirements that must be met in order to submit a proposal? The Council will discuss via email issues raised among its representatives or by any Green Party member who participates. Any councilmember or Committee may submit a proposal to the convener or facilitator for discussion. Appointed state representatives of local chapters will have the ability to make proposals to the State Council directly under the following conditions:1. That the proposal be made by the representative and two more members of the local chapter, one of those members being an elected or appointed officer of that local chapter."Yet on March 2 Andrea changed her objection and said the proposal had to be sponsored by a local chapter, not by individuals. I do not see any mention in the rules of local chapters being able to sponsor proposals in between annual meetings. Rule 3.4.3 states that “any councilmember” may submit a proposal, but by Andrea's interpretation the additional requirement of three members from the same chapter, one of whom is an officer, is included. So are all the proposals that I cited above illegitimate and invalid? Since Harry’s proposal has for many days complied with the additional restrictions of three members from the same local chapter, one of whom is an officer, I am not seeing in what way Harry's proposal failed to comply with the rules, as Andrea claimed repeatedly that it did. I see nothing in the state rules about the entire local chapter having to approve a proposal made by three members including one of the chapter’s officers. Because I don't want to fall into the same pit that Harry did, I would like to know the full set of rules, written and unwritten. The many proposals that were actually posted on the forum in past years are evidence that some people understood what the undocumented rules are. Or perhaps is it evidence that the rules, or the interpretations of the rules, have changed and will continue to change without notice since Brittany Hoover stepped down from the facilitator position. Perhaps Andrea would be so good as to explain the full list of requirements, written and unwritten, so that we all are aware.

    Judy, this has been discussed extensively with you.Please re-orient your attention to the state party bylaws (http://coloradogreenparty.org/about/bylaws/) and to the Procedures and Guidelines document (http://coloradogreenparty.org/about/procedures-guidelines/).Also please consult with state party co-chair Dave Bell, who is a fellow member of the Poudre Valley Greens local, if you are still unclear.Thank you.

    I should state, as well, that PV Greens have an additional requirement regarding group consensus before co-sponsoring a proposal, which should be followed as a first step.Thanks.

    There is no mention in the PV Greens by-laws regarding mentions sponsoring or co-sponsoring of proposals.
